Public invited to comment on Railroad Canyon Rd. widening The City of Canyon Lake’s project to widen Railroad Canyon Rd. from four lanes to six continues to progress, with the City considering the adoption of a “mitigated negative declaration” for the improvement. The City is inviting public comment through July 23. A copy of the document will be available at City Hall for review after today, according to City Manager Lori Moss. A mitigated negative declaration applies when a proposed project could have one or more significant effects on the environment, but mitigation measures would be a required condition of the project approval, thus mitigating the effects to a point where clearly no significant effects would occur. The project, the final phase of a two-phase plan to improve Canyon Lake’s main thoroughfare, consists of widening the street within the existing 110-foot right-of-way from four lanes to six and aligning the road to match jurisdictions to the west and east of Canyon Lake, beginning near Canyon Hills Rd. and ending at Goetz Rd. The timeframe for starting the project is dependent upon funding; however, the total cost has been budgeted in the City’s Capital Improvement Program and is estimated at approximately $6.4 million dollars, a large portion of which would be funded utilizing TUMF and Measure A monies. Although the street is designated as an arterial roadway with an ultimate width of 120 feet in the City’s General Plan, the project, with minimal exceptions, proposes to perform the widening within the existing 110-ft. right-of-way. In order to accommodate the widening, the existing bike lane will be reduced to five feet, which is the standard, while the raised, landscaped center median will be narrowed to a minimum of eight feet. In addition, the curb and gutter on both sides of the road will be pushed out approximately two to five feet. This will allow for three 11- to 12-foot lanes in each direction. Residents wishing to comment on the proposed adoption of the negative declaration, which is anticipated to be voted on during the City Council meeting scheduled for Wednesday, August 5, at 7 p.m., may do so in writing to the City Planning Department on or before Thursday, July 23.
