A public hearing will be held during the course of February’s regular City Council meeting, scheduled for Wednesday, February 4, at 7 p.m., for consideration of an ordinance regarding grading and construction on hillsides and ridgelines within a Hillside Overlay in the City of Canyon Lake. This project has been determined to be exempt pursuant to section 15061(b)3 of the California Environmental Quality Act (CEQA).
Anyone interested in commenting on the matter may submit comments in writing prior to the meeting to the City Clerk’s office or may attend the meeting and speak in person. Additional information is available for review at City Hall. Please call 244-2955 for additional information.

Dispose of hazardous waste properly
Canyon Lakers who have left over paint, used oil, pool chemicals, batteries or any product containing potentially dangerous materials stored in their garages should know that improperly disposing of items that could threaten human health or the environment is illegal and could result in a fine.
Californians literally discard tons of household hazardous waste in trashcans or down drains each year. Many of these chemicals are so corrosive they can destroy steel or plastic containers and seep into groundwater supplies. Sanitation workers coming into contact with such products could be harmed, while leaving them around the home can lead to children or pets coming into contact with them. Bacteria needed to break down sewer and septic tank water wastes can also be destroyed by untreated hazardous wastes.
Household hazardous waste, including motor oil, automotive batteries, anti-freeze, paints, solvents, cleaning solutions, bleach, pool chemicals and pesticides, can be safely discarded at the Household Hazardous Waste City Maintenance Facility in Lake Elsinore, located at 521 N. Langstaff St., the first Saturday of each month February through November from 9 a.m. to 2 p.m. Residents unsure if what they have is household hazardous waste can go to www.rivcowm.org/hhw for a complete listing of items accepted at the disposal site.

Arts program accepting applications
Area high school students who have an interest in the arts are invited to apply for the 2009 session of the California State Summer School for the Arts, or “InnerSpark.”
The InnerSpark program runs for four weeks from July 11 to August 7 on the campus of the California Institute of the Arts in Valencia. Teenagers selected to attend the program will be designated California Arts Scholars and will have the opportunity to work with professional artists, writers and performers of national stature. For students considering careers in the arts, the program provides an educational link to institutions of higher learning, major performing and fine arts organizations, as well as the film, television and recording industries. Students who successfully complete the program receive three units of California State University credit. A total of 520 students will be accepted for this summer’s program.
InnerSpark offers instruction in the fields of animation, music, dance, film, theatre, creative writing and the visual arts. The California Legislature created the California State Summer School for the Arts to establish a training environment for the state’s future artists and has conducted summer sessions since 1987.
Students whose families have the means to pay will be charged a comprehensive fee of $1,415 to cover room, board and tuition. Scholarships and financial aid are available to families who qualify. The deadline to submit an application is February 28; applications can be obtained at www.innerspark.us, or by contacting Senator John Benoit’s District office at 653-9502.

Disaster handbook available
In conjunction with the CLEPC, the City of Canyon Lake is offering a new handbook to help families develop an emergency plan in the case of earthquake or other natural or manmade disasters. The handbook provides valuable tips on what to expect and what to plan during specific types of events, and includes checklists, handy fill-in forms and questionnaires that take families step-by-step through the process of preparing an emergency plan. Residents can request a copy of the handbook by calling City Hall at 244-2955.

2009 calendar
Residents are invited to stop by City Hall and pick up a free 2009 calendar. Provided through a grant obtained by the Riverside County Flood Control and Water Conservation District, the focus of the calendar is on protecting and preserving the environment, with each month offering tips and suggestions on how residents can do their part. A special emphasis is on preventing water pollution, including debris and discharges into the storm drain system.
