Reporter The Elsinore Valley Municipal Water District board of directors voted last week to approve the use of so-called “green liens” in an effort to keep the lawns of foreclosed properties green. The emergency program, which goes into effect immediately, allows banks, lenders and other owners of foreclosed properties to place a lien on the property to keep the water meters on, thus allowing for the watering of lawns and other landscaping. The liens are voluntary and would be repaid upon sale of the home. EVMWD is the first water district in the state to utilize such a program. Officials estimate there are approximately 2,500 homes in the water district’s service area in some stage of foreclosure. EVMWD will begin distributing applications and fact sheets to each of the municipalities within its 96,000 square-mile district soon. “When the (real estate) agent comes in and registers, he or she can pick up the package; the municipalities can be one-stop shops,” said EVMWD general manager Ron Young.
