Council Notes: Residential trash fee increased, city budget approved

     The regular monthly meeting of the Canyon Lake City Council was held Wednesday, June 7, with all members of Council present.

Trash fee increase
     The franchise agreement between Canyon Lake and CR&R, the city’s contracted trash hauler, allows for an annual fee adjustment based on increases in the consumer price index (CPI), as set forth by the Bureau of Labor Statistics. CR&R presented a price increase for residential trash collection to $18.52 per month from $17.27 per month based on a 5.4 percent increase in the CPI, as well as an increase in county landfill use costs and fuel costs. The increase was unanimously approved by council, with the new monthly fees going into effect July 1, 2006.

Interim Building Official named
     Anne Schneider of Willdan and Associates was named Interim Building Official after the position became open upon the city’s acceptance of former Building Official Ken Larsen’s resignation the previous week.

Summerwood Landing
     Council re-opened the public hearing concerning Resolution 06-12, which would approve a Conditional Use Permit (CUP) for the operation of a boat and motor home repair facility on the site of Summerwood Landing, located at 22229 Loch Lomond Dr. The site had previously included a repair facility, however that use had never been authorized through a CUP, as required by the City of Canyon Lake Municipal Code. A condition of approval for the public storage facility required that a conditional use permit application be submitted within 90 days.
     Several of the concerns that had been raised at the May council meeting, including fencing, visible storage of boats and trailers, final paving and the use of a mobile home on the site for temporary housing were all addressed to the satisfaction of the City Council, city attorney and the applicants, and Resolution 06-12 was unanimously adopted by council and the CUP approved.

Skylink Drive extension
     The Skylink Dr. Extension Project proposes to extend the north leg of the intersection of Skylink Drive at Railroad Canyon Rd. to create a new, signalized intersection and entrance to the Golf Course that would tie into the west side of the existing golf course parking lot; the existing entrance, an uncontrolled driveway off Railroad Canyon Rd., would be closed to use.
     Prior to undertaking any roadway construction, project proposals must first be reviewed for potential environmental impacts to the surrounding area under the California Environmental Quality Act (CEQA). A review of this project did find the potential for some impact to the surrounding environment, however mitigation measures were indicated that would alleviate that impact and a Mitigated Negative Declaration was prepared for Council’s review and approval. Adoption of the Mitigated Negative Declaration does not require the city to move forward with the project, but does require those mitigation measures to be incorporated into the project’s design and development if and when the city does proceed.
     Council opened the public hearing and, having no public comments, closed the hearing before voting to adopt Resolution No. 06-11, approving the Mitigated Negative Declaration. Mayor Martin Gibson had recused himself from the proceedings prior to the vote, indicating he is currently in escrow to purchase property within 500 feet of the project site. The remaining councilmembers voted unanimously to adopt the resolution.

City budget
     A public workshop was opened to discuss the revised Fiscal Year 2006/2007 Canyon Lake city budget. No comments were heard from the public following City Manager Strojny’s presentation, highlighting several major points in the operating and capital improvement budget. Council voted unanimously to adopt Resolutions 06-14 and 06-15, approving the FY 2006/2007 city operating budget and city personnel budget. Next meeting
     The Canyon Lake City Council meets the first Wednesday of each month; the next meeting is scheduled for July 5. Meetings begin at 7 p.m. with the agenda posted the Friday prior to the meeting; those unable to attend in person can watch the meeting on Comcast local access channel 29.
