City Council Notes


City Manager
     The Canyon Lake City Council’s regular monthly meeting was held on Wednesday, January 5. The Council’s first order of business was to ratify the agreement with new City Manager Bernie Stojny, who was present for his first City Council meeting since taking over the position on January 1. In related, business, the Council also approved an agreement with former City Manager Del Powers. The agreement provides that Del will be available as needed to the new City Manager in an effort to ensure a smooth transition and familiarize him with on-going City business.

Public hearing
     A public hearing was held with regard to an increase to the TUMF (Transportation Uniform Mitigation Fee). The TUMF is a development fee incurred at the time of new building; the money helps in funding future road construction and infrastructure projects that become necessary as population grows through ongoing development. The fee currently stands at $6,650 county-wide and $3,325 for Canyon Lake, a result of negotiations in which the City indicated limited build-out and adequate existing infrastructure.
     The annual cost of living increase was calculated at 8.8 percent, which will bring the fee to $7,235 county-wide and $3,617 for Canyon Lake. The second reading and adoption of the fee increase has been set for the next Council meeting.

Dredging agreement
     The final item on the agenda saw the Council approve an amendment to the Lake Elsinore-San Jacinto Watershed Agency (LESJWA) dredging agreement. The original agreement, dated July 15, 2004, provides for LESJWA to reimburse the Canyon Lake POA $900,000 for the cost of the dredger and related use. The amended agreement increases the amount of LESJWA's contribution by $339,233, for a total reimbursement of $1,239,233 and leaves available the option for the dredger to be used in Lake Elsinore for a limited period of time following its initial use in Canyon Lake. All terms of use will be negotiated at the end of Canyon Lake’s initial use period.

Next meeting
     The Canyon Lake City Council will convene for the next regular monthly meeting on Wednesday, February 2 in the Board Room in the POA building. The 7 p.m. meeting is broadcast live on Channel 29.
